Kaluga branch of CenterTelecom is the biggest fixed line telecommunications operator in Kaluga region. The branch provides a broad range of telecommunications services and Internet access to individual subscribers, corporate customers and state organizations in the region.
The history of telecommunications in Kaluga region began in September 1885 when, owing to efforts of Pavel Golubitsky, a telephony enthusiast, the first telephone network in Kaluga city was put into operation. The network connected six subscribers (including Kaluga Governor's residence, Governor's Office and Directorate, residence of the police chief, city police directorates, and Kaluga prison) and a central telephone exchange; the length of its lines was over 6 kilometers.

Kaluga branch successfully operates in all segments of telecommunication market providing local (city and rural) and intra-zone telephone communications services, data transmission, intelligent services, ISDN, dial up and dedicated Internet access, broadcasting services and communications channel leasing.
Among the branch's strategic development directions are improvement and promotion of services based on multi-service telecommunication networks, formation of service packages and tariffs for various categories of customers, development and construction of traffic networks based on optical fiber lines through DWDM, SDH, IP/MPLS and RPR technologies, and creation of a flexible multi-service telecommunications infrastructure on the basis of NGN technologies.
Currently Kaluga branch employs over 1,200 highly qualified employees. Branch HR policy is focused on development of a highly professional team of specialists, continuous improvement of their qualifications, development of the employees' potential and improvement of the incentive system.
Following social responsibility principles, Kaluga branch takes part in a number of social projects. The branch participates in a program of telephone communications penetration in the region's localities by installing public pay telephones providing universal telecommunications service. The branch is the first telecommunication company in Russia's Central Federal District which has successfully completed a project providing broadband Internet access for secondary educational institutions of the region. Kaluga branch has fully provided digital telephone communications in Tarusa district where the first telephone exchange was created by Pavel Golubitsky.
