History of Ryazan region telecommunications began on December, 4 1859 when the first telegram was sent from Ryazan to Moscow. In 1896 Evgeny Gvozdev, a state official from Ryazan region, sent to Head of Russia's Main Directorate for Post and Telegraph Service a petition on possibility of construction of a telephone network in Ryazan and 12 regional cities. Petition and budget for construction were approved quickly. The first test of telephone communications in the region was conducted in February 1896. On June, 26 1896 the first 40 telephone lines were put into operation in Ryazan city. The first public telephone was put into operation in Ryazan region in 1898. In 1914 capacity of the new telephone exchange in Ryazan city was used in full. The same year a long distance telephone connection with Moscow was launched. The regional archives contain data on the number of telephone calls made in Ryazan in the beginning of the twentieth century. For instance, in January 1921 Ryazan inhabitants made 229 calls to Moscow and only two calls to Petrograd (now St. Petersburg). Telephone penetration was developing quite slowly at that time: in 1896 there were 40 telephone subscribers in Ryazan city, and thirty years later their number reached only 535 people.

In 1926 three radio loudspeakers were installed in Ryazan. The first Ryazan radio broadcasting center with 5 Watt capacity was put into operation on October, 15 1927. Maria Palagina was the first announcer.

In January 1959 the new long distance telephone exchange was put into operation in Ryazan. The city received ten outgoing and incoming half-automatic channels for communications with Moscow. 30 international switchboards for 120 half-automatic channels and six channels for connection through telephone operators plus B-3 and B-12 baseband systems were installed in a switchroom. It allowed half-automatic telephone communications with Moscow, Kasimov, Ryazhsk, Sasovo and other towns. Subsequently, in the sixties and seventies, telephone penetration grew at an exponential rate. In the seventies there were already over 22,000 subscribers in Ryazan.

Museum of Telecommunications Development in the Ryazan region was opened on May 6, 1988.
